
Planet Governance
Member Responsibilities
ACTO members are expected to maintain accurate and timely financial records for the planets under their governance. Each governor must update their planet’s financial data in the Operations Sheet so ACTO can assess available funds. This process is intentionally lightweight.
Whenever new materials are purchased for a planet, governors must record a brief summary entry in their ledger to ensure proper reimbursement. Itemized details are not required, though larger planets may maintain a more detailed ledger if desired.
Any POPI infrastructure project required for planetary stability or continuity may be executed without prior approval. These projects are reimbursed normally.
Planetary Standards
All programs and services are funded directly by the planet, without exception. ACTO’s role is to ensure that every inhabitant receives consistent, high‑quality support — a true white‑glove standard across all incorporated worlds.
Governors are responsible for supplying the necessary POPI materials and staying informed about their planet’s operational needs using the tools they prefer. Tax structures are standardized across all ACTO planets to maintain fairness and predictability.
Tools and Support
ACTO provides tools, templates, and guides to reduce the administrative burden on governors and streamline routine tasks. Experienced governors are always available to assist with questions, share best practices, and help new members get up to speed quickly.
Compensation
Governors receive weekly compensation for managing incorporated planets, based on the number of player sites present on each world under their governance:
- 1 player site: 0
- 2–4 player sites: 25,000 AIC per week
- 5–49 player sites: 50,000 AIC per week
- 50–149 player sites: 75,000 AIC per week
- 150+ player sites: 100,000 AIC per week
Standardized Tax Framework
All incorporated planets operate under a unified taxation structure. This standardization reduces administrative overhead and ensures consistent expectations across every ACTO world.
Current Tax Rates
- Production fees follow the schedule of 25 / 50 / 200 / 400 / 800.
- Warehouse fees are fixed at 75.
- Base establishment fees are set at 0.
These standardized rates ensure consistency across all incorporated planets and reduce administrative overhead. Production fees scale with industrial activity, warehouse fees remain at the lowest value permitted, and base establishment fees are kept at zero to avoid penalizing development.
Exceptions
Starter planets are exempt from standardized taxes due to their unusually high population density and the large number of inefficient or abandoned bases they contain. These conditions create disproportionately high governance costs, and the exemption ensures financial stability for the governors responsible for managing these worlds.

The Operations Sheet
centralizes all financial and administrative data used by ACTO. Only council members may edit their own ledgers. At this time, only ManhimOne can modify core functionalities.
Sheet Structure
The Dashboard provides a high‑level overview of ACTO operations, including consolidated balances and recent activity.
The Planets View sheet contains financial and operational data for every incorporated planet along with relevant metadata and financial balances.
The Compliance View sheet verifies whether each planet meet ACTO’s operational and financial standards. Any red indicators signal required corrective actions.
The Members View sheet lists all members and compiles their financial information into a unified reference table.
The Accounts View sheet lists all accounting accounts used across ACTO and displays their current balances.
The Ledger View sheet merges all individual ledgers into a single source of truth used for calculations across the entire workbook.

Council members are responsible for ensuring that the PLANETS sheet remains accurate, up to date, and relevant for every planet under their governance. This includes maintaining current financial and operational information so ACTO can rely on the sheet as a dependable source of truth for planning, oversight, and public reporting.
Individual Ledger
Each council member maintains an individual ledger to record all financial movements related to their planets. This ledger ensures transparency and proper reimbursement.
